Performing an upgrade to latest DNN before you add a language may probably help you at this point.

I hope you had a backup of your existing website (last working version)

there seems to be an issue retrieving Portal Settings, which might not contain all necessary Information (e.g. home page and Login page) for the new language). are you able to Login using an existing language, enter site Settings, Switch to new language and edit Settings?

Thanks a lot for your response.  I can't login with any account always display this error message. I understand the error but can you help me to fix that? Can I delete or install the language package "manually" without the portal interface?

Please I need your help.

you might backup your database and try removing language record from database table PortalLocalization and all items with this language from portalalias.
