Disabled parent page cannot be selected when creating a new page. I have seen this problem before at

My problem is that the workarounds do not work for me. Users who have permission to create pages do not have access to page management. Nor do they have access to the parent page so they cannot enable it then disable it afterwords. This is a huge problem - can someone tell me how to override the drop down list so that all pages appear in the list?
