A delivery tier handles the formatting and rendering of content. The delivery tier provides for the creation and management of page templates, themes and forms. In addition, the delivery tier may provide the ability to personalize content to each visitor.

A common scenario is for the IT department to install the Content Management System, including the configuration of users, user roles and permissions (management tier) and the creation of themes and page templates (delivery tier). Content creators, approvers and publishers use the CMS application to create and manage content for publishing to websites and other online channels.
