Using DNN9.1

I've skinned a few sites recently and noticed something very strange when adding a module to the page,

The page Jumps down and is the site gets a black overlay, but i cannot see the console/panel that has the list of modules (if i go inspect element the console/panel seems like the module panel is way above or below where it should be).

Is anyone else getting this issue?
