Is there a way to force the user's browser to refresh the page

We are making changes on a production website and would like to force the users to get a new copy of the page. Is there a way to prevent them from getting a cached copy of the page while we are working on it? We've tested clearing the cache on the server and expiring the http header and it didn't seem to work.
