I developed a "Contact Congress" module which allows you to have Users look up their representatives by zip / geocode, and then lets the user send an email to them. It's not a prefect module, but it does work, and probably could be made better.

I just wanted to know if I wanted to share it as a free module, and then maybe have people contribute new and better code for it (for future improved version(s)), what would be the best place/way to do this?
