Would like to know if is it possible to insert a portion of asp code in the skin.ascx because it has to be displayed in all the pages of the site and not to be modified..I tryed with an include but it' s not working..some advice?

It may be better to create a skin object with your code then add the skin object to the skin. Then you can easily add the code to multiple skins.
