I'm trying to create two horizontal nav bars -- one on top of the other -- so that I can designate which nav bar I want each page to go to (OR when the top nav bar doesn't have enough space for another link, the links start moving to the bottom nav bar).

Does anyone know what tokens I should use in my skin and how I would need to adjust my css / xml to pull this off?

Appreciate any suggestions.

This is not possible with core menus. You could however use link module to do something simmilar. But you have no capablity to highlight selected tabs or other general

You could also, use third party menus that allows you to show the tabs from an xml file. that way you have control on what page goes where. You could also place two menus on top of one another.
