Is there an expectation of when the notification will be fixed?  Where can I look? Is there a workaround?

Once again, this is not an error in the module, this is a core error exposed by this module's use of cache.  This has somethign to do with items set in your web.config for caching and web farming.

Notifications are not broken in the released 3.20.01 version.  These bugs I listed were 3.20.00 which never was released to the public. 

Also, not to sound rude but don't even waste time asking for delivery dates.  I am often wrong when estimating them (for many good reasons) so i just quit doing so.

I totally understand the release date issue. I'm aware of the difficulty involved with keeping dates for a part-time project. Thanks though.

As far as the notifications themselves, All other modules seem to be working ok.  I get emailed when users are registered, users get emailed when I approve them, etc.  Notifications are turned on in the forum configuration and I'm not seeing any error mesages.  I've verified that the version number is 3.20.01. Is there something I could be missing?

Luke, I am not sure what you are asking.  What I am saying is that notifications work just fine in this module version 3.20.01 as used here on DotNetNuke.com.
