I've got users complaining that they don't see any text (no links) on the blue menu bar.  Has anyone seen this behavior before?  Is there a fix?  I'm using DNN 4.4.1.

They are probably using server platform (Win2003) or Win XP x64. The IE or Windows Explorer are restricted to run scripts by default there. Not sure about Vista, but could be too.

how can they fix it?

  • installing and using alternative web browser (FireFox, Opera)
  • lowering security settings for Internet zone
  • uninstalling paranoid protection (comes as component part of OS in Win2003)
  • adding the site in question to the Trusted zone

The users in question may have their browser security set too tight.  I have seen this in WinXP and IE6.  DNN needs cookies and javascript.  It is just the nature of sophisticated Web sites in general, not just DNN.  Tell them to relax their security (if they know how) or to add your site to their "Trusted" sites zone.
