All files with Chinese character in file name can't be download by IE7?

I got a serious problem today. I found all files with Chinese character in file name can't be download?

When I try to download the file in the DNN's file manager. If I choose open the file. It work fine and the content of the file will display in IE7.

But if I choose save to disk. Then IE7 said it can't find the file.

This cause respoitory or other module couldn't work!!

I have turn off the white space filter and compression already. This issue still happened.

But this issue only happened on IE7 only. Files can download when I use Firefox or Mozilla.

I suppose this is cause by IE7 due to the security issue and should not be the problem of DNN itself. But how can I solve this issue?

Doesn't anybody know how to fix this issue?

ps: If I use IE6 to down load a doc file. The download file name will become something like CAO9MV8P. , but the doc file still work with word if I change to CAO9MV8P.doc.

I was able to start the download successfully with both FireFox 2 and IE 7.

I do not have the link to the package I used on my computer at work. I've downloaded it from the official MS site.

I have WinXP Pro x64 (English) at home and WinXP Pro (x86) (English with Russian MUI) at work. Both computers have Russian in their "Regional and Language Settings". Both at home and at work I've downloaded the file successfully.

So spot worrying, your site works just fine and there's nothing wrong with it. Even I could download this file in spite of the fact that I don't even see the text properly (square boxes mosly becouse as you can easyly imagine I don't have the necessary fonts).
