I am seeking a full featured gallery module that also allows registered users to upload their own images that require admin approval. It seems the official gallery does not allow such as you need to give full admin permissions to upload images and thats not what I'd like to do. If anyone can point me out to such a module I'd appreciate it!

There are some third party modules that can achieve this goal.
Simple Gallery (from Ventrian Systems) and Ultra Media Gallery modules are good examples for this requirement.

I use simple gallery now - fantastic - it will allow moderated upload.
