Can anyone tell me how to do this in DNN 3.x?  The requirements I have is a master menu along the top with five categories.  By clicking a tabbed item, you get a submenu to the left for that particular category.  Does anyone have an example of doing this?

Simplest method is to use link menu for top links as it is and set the solpartmenu as child only.
