I'm sure this is an easy thing.  How can I allow certain users to have the ability to update pages on my site?  I've tried giving them admin rights in the "/admin/user accounts" section, but it still doesn't allow them to see the upper "edit, etc..." navigation, or allow them to edit or add modules.  Any help would be greatly appreciated.

Are you adding the users to the Administration role? Or are you "authorizing" them?

Go to Admin/Security Roles

Choose your user, and role to add them to.

Short of giving them admin rights to the entire site, you could also create a new role (something like "page editors") 

Admin > Security Roles > Add New Role

 

assign the users to this role

Admin > User Accounts (select user) > Manage Roles for This User

 

and then give them "edit" permissions on the pages you want to allow

(Page) Settings > Permissions (edit)
