Thanks.  I finally found the "create new user" link way down the page on the instructions below the Gemini login.  It wasn't on the issue reporting instructions found at www.dotnetnuke.com/Products/ReportABug/tabid/645/Default.aspx , so it took a while to figure it out.  Once I found the link and created a user account, then it was easy.  A user registration link on the login block or at the top of the instructions would help.

So just to confirm - this is NOT how it works now? I thought I wasn't setting something correctly.
