What DNN version are you using. I think i had the same problem when i migrated a portal from 4.3.5 to a 4.3.7 (not upgrade).
The slash between the portal number was missing.

So I did change the HomeDirectory field from 'Portals/3' to' /Portals/3/' and now when I attempt to make a link this is how it creates it:

http://www.thisdomain.orgPortals3Newsletters/Spring_2007.pdf

Also, the logo does not appear.  the source for the logo now looks like this:

http://portals/3//logo_H.jpg

 

I am changing this field back. 

There is also a record with the HomeDirectory set to 'Portals/0'.  I'm not sure how it works.

Now I took a look at the same 'Home Directory' setting in a new installation of DNN that is seperate from the one with the problems, and it is set as 'Portals/0'

I don't exactly know how these fields work for this particularly, but I wonder if it needs to be set to that.   If anyone can shed a little light on this is would be great!

It's a very easy  to answer: from the designer of dnn here is a convention where the portals are stored and dependet on the dnn root directory. At the last looking at the core code of the DNN.

The question before is you can change of course anytime the DNN root directory and theoratically the dependent portal number (a little bit tricky via the database)

I'm not sure if you answered this question.  How should I go about trouble shooting this issue?  Should I rebuild the portal from within the live DNN application or is their some way I can manually adjust the DB entries to function correctly.  It all comes down to the linking of files.  It simply does not reference them correctly and it most likely is because of our transferring a portal from one DNN application to a newer version of DNN....... I think.
