I have created one which has a bit more flair, but the key to this layout is .. even if you don't like the design/colours - if you open the PSD file, which has been nicely sliced and named, overlay your design over the top, and reslice, you can come up with a different structure.
It is pure CSS driven, it does have a couple of tables, but it's xhtml compliant - although I confess I do need to refine it a bit more.
It has a myriad of panes, and I'm currently organising my XFLEX to be integrated with it.
It uses the SNAPSIS CSS NAV MENU - and in this particular package I used images only menu, but you can put in the other ones, including the exploding boy menu, most of which use the suckerfish and and son of suckerfish CSS. I am working on some other menu functionality but I thought I'd put this one in.

This skin, is a web 2.0 style - but I have had mixed reactions to it... probably because I"ve not had time to pretty it up with content like most other skin factories do, but what I like about the structure I've created is that it's designed to allow you to add your own look and feel into the PSD file and simply save the slices - maybe you need to make some CSS adjustments - its' all a matter of tweaking.
There are no containers, no widths where they don't need to be, and primarily - using padding and margins, you can layout the information on your site and control more using the html editor.
It also includes the code required to force xhtml 1.0 transitional override - and I am pretty sure with pageblaster you could in fact get it to be xhtml 1.0 strict -as there were only a couple of errors that stopped it - being part of the core code - I didn't take it any further.
