No, but I could add that I guess.  Why would you want to block someone based on where they come from?  Boycotting Google maybe? ;)

Oh, you may want to block access to specific resources like images based on referrer (eg. image leeching).

To do that you have to configure the IIS application to hand off those requests to ASP.Net because they are usually handled directly.
There is some performance cost doing that, but I have had other requests like that so I'm adding a Custom StaticFileHandler for that purpose.
