How can I determine which CSS is effecting the different parts of my design. When I use the web developer toolbar the reference is too long to see the entire link. Some pages are referencing up to 8 stylesheets! This is rediculous. The entire reason for css is so that you can have one central file to effect an entire section or site. Is there a tool other than the Firefox toolbar? I'm trying to get different backgrounds to line up in a navbar but I've got an errant white background I can't seem to get rid of.

John Mitchell has a free tool that would be very useful in your case.  Google on Snapsis CSS Editor...

The best thing is to use Firefox with the Firebug extension, try it and you will never do any Skin development without it.

The inspect option shows you exactly what CSS is applied to a block and where it's coming from
