What is actually needed on a splash page in order to get it to work? I'm talking about in terms of coding. I have included only the controlpanel token and the contentpane token on the html file. Is there anything else the page should have? The reason I am asking is that ever since I have uploaded the page, my website has been getting time out errors quite often.

ContentPane is the only pane required in any skin.

Your timeout errors are probably not related to the splash page.
