I added an event to a Calendar module. In the event, I set the start time to 7:30 PM and the time zone to Central USA -6:00. However, when I save the event, find it on the calendar, click the event, and view it, the start time shows up as 1:30 AM and the time zone is "UTC 00:00 Dublin, Edinburgh, Lisbon, London." So I thought, "Well, I must not have set the time zone right for that event," so I did an "edit," but the time zone appears correct in the edit page. Only after I save and view the event do I see the incorrect time zone. So then I thought, "Well, I must not have configured the time zone right for the portal as a whole." ...but I checked that, and it's correct. What gives?!? Please help. Thanks. - John

Have you set the server time settings under Admin > Site settings > then advanced > other settings?

please note, that the portal time zone is the default time zone for unauthenticated and new users, but server time and timezone shall be read from the web server.

shouldnt the forum and calendar modules compuare time zones from server to user and display it correctly?

yes, they should - though there is currently no setting for daylight saving time, which will cause a difference of 1 hour during summer time.
