Why are Stabilization Releases adding new functionality ..    and even better functionality that is not mentioned in Gemini?

When a person/company makes a decision to upgrade or not..      we are supposed to look at Gemini.    A stabilization release is supposed to be fixes only.    When a person/company does testing on a new release before using it...  they need to know what changed.    They would like to notifiy users of changes as well.

If the core team is not going to follow typical development standards/definitions, is it possible that everything new in a release is recorded in Gemini?

so far, in 4.5.2 there are new AJAX changes, new editable text box changes for dates...   and have no idea what else until somebody decided to blog about it...
