I'm still seeing this on 4.5.3.

All I want is the ability to have a person be able to post to the forum but not be able to edit the layout of the page.

In 4.5.3, you need to go to Admin > Site Settings > Usability Settings and set Control Panel Security to Page Editors

Well that removes the top edit bar (which I knew it would because I tried it...), but does not allow for the new thread option.

My settings for a forum have the forum allowed to be edited by "group x" and "user a" is a member of "group x".  The forum is also role restricted to "group x".
