which version of DotNetNuke are you running?

If you're running 4.3 or greater, then you already have the Repository Module file, you just need to install them, make sure you're logged in using the Host account, then at the top of your site you'll see "Install Additional Modules". Click on that link. at the bottom in the "Available Modules" section, check the Repository module and click on "Install Selected Modules"

If you're runinng 3.X, go to the Repository project page and download the latest build (3.01.10)
http://www.dotnetnuke.com/Projects/ModuleRepository/Downloads/tabid/831/Default.aspx
After downloading the module, install it using the Host->Module Definitions page

ahhh, well that's different :)

you can't. The Repository  module is a DotNetNuke module and therefore imports functions and services from the DotNetNuke core. It can only be used on a DotNetNuke website
