I need some guidance on this issue. I've searched and can't seem to find all the answers.

If I create a child or parent portal the users from the parent portal are not "visible" yet I can't add a user with the same name. Is this correct? How it's intended to function? Why? Why can't users have access to more than one portal if the admin can? Can someone point me to some documentation on this please?

all portals of a DotNetNuke installation are independent - they share the same database and modules in memory, but are not able to see each other, this is a basic principle in this software. Due to a Membership Component from Microsoft, that has been included in Version 3.0.0, usernames need to be unique for all portals or share username and password. AFAIK there are 3rd party module, that allow to share users amongst portals.

So the only way to share users across portals is to buy a third party module? Else a user has to have a unique name for each portal? Has this been put on the list to get fixed? It would seem important that you can share users across portals, especially considering you are using the same database.

There is an easy way to add users across portals.  It is basically an entry in a table in the database.  In lew of you having to actually learn how to do it and make the change by hand, I put together a very basic module that allows you to do it.  You can download it off my website.  Please read one of my posts for information on how to get to the website.  Thanks,
