What version of DNN are you running?  Is it straight from the package or modified?  What (if anything) has changed in your environment recently?

This is a new installation of DotNetNuke Version 04.05.01 everything works on this site except for this and the Online Users never seems to update and sits at 0 users.

The site is located at http://www.capitolcanine.com if this is of any help.  I thought the error would be a tell tale sign of what's wrong.  But it seems strange to me the site is trying to use a directory like C:\WINDOWS\TEMP it maybe a rights issue as I am using a internet host http://www.layerblue.com
