My Experience:

With 3.1.13 and Friendly URLs

Was receiving following error:

Input string was not in a correct format.

Then tried to install latest version but, had permission issues and all pages and content gone on root and child portals, it was pain to restore it back,

Now i will try to install new version manually.

greeglash, can you try the 03.01.14 recently published by Steve ???
For me, I also had the same problem than you with 03.01.13, with 03.01.14 the errors are gone, but moderators are not allowed to edit item before approving them....

I will publish a new thread, because the title of this one is obsolete.

Clicking "Moderate" produces:

Default.aspx?tabid=57&ctl=Moderate&mid=379&pid=0&mid=379

and this gives error

If I correcti to:

Default.aspx?tabid=57&ctl=Moderate&mid=379&pid=0

It works well...

yes, if you read this thread then you would know that we are aware of that .. it's fixed in 3.1.14
