I have a very minimal skin that I have applied to both Portal and Admin.  Then, I have a complex skin I apply individually to several other content pages.  However, if I click login or registration from these pages, the login or registration page will appear in the ContentPane of the complex skin of the current page.  If I applied the minimal skin to Admin pages, shouldn't the admin pages use it?

It's possible to specify a different login page on the Site Settings... any chance you're not acutally hitting the default login page ( which is an Admin page )?  Be sure to make sure that a custom login page has the login module on it first!!
