"Well, I have figured out part of this.  I was able to get the Control Panel to NOT display for my non-Admin/Host users"

How did you do it? Can you please explane. I still can't :(

If I understand, you want users to be able to edit parts of the page, but not the control panel.

1) As Admin/Host, go to your Page Settings and remove all "Edit" permissions
2) Go to each individual Module Settings, and add "Edit" permissions for each security group you wish.

This way, your non-Admin/Host users will be able to edit content on a module by module basis without seeing the control panel. Unfortunately, they lose the ability to add a new page I think. Hope this helps.
