In an evolving database driven system, data structures and content needs to be modified from version to version, though this always has a risk of of failing in some situations, neither the developer nor the testers have though of. There has been ideas of providing an integritiy testing and repair tool for the database (at least for the core framework), but due to limitied resourced of the core team, this has not been realized yet.

I would try to do normal upgrade and only install new, if there are showing up issues during the upgrade process, that you are definately unable to solve.
