It appears that the upgrade package isn't complete or has some bad code. If you copy the install package without the web.config file over top of your upgraded site the host menu comes back. So make sure you back up your site (files and Database) then copy all the files from the install zip file (except the web.config)(not the files from  the upgrade zip file) over top of your site and it appears to correct this problem. Hopefully the core will fix the upgrade package as this is a show stopper.

Same thing for me on two upgrades. A computer reboot fix it.

I just logged into my account again and the host option reappeard.  Very strange... I can give no reason for this... but it seems to be working again now.

Just out of curiosity, did any of you create a new host account (Host > Host Account) before upgrading. I always create a new "host" account and delete the default "host" account and my upgrades have been without issue.

I did not create a new host prior (and have never done so in the past).  I will give that a try.
