Is there an easy way to make a rotating banner? Im thinking of the spot called Logo.
I have 3 different logos/banner that I would like to switch every time the page gets refreshed or something.

You could use the [banner] skin object and setup a vendor with 3 banners, all the same size, that point to the URL of your homepage.

There are also many other ways this could be done, third party image modules, inline code on your skin, etc.

If I replace [logo] with [banner] in the skin, will I then be able to do this?

yes, but be aware that you need to re-upload or reparse the skin, after you made modifications to .html or .xsl files.
