Is there a way to disable a menu item from being a link.  I have a parent menu item that I only want to be a description of what the children are underneath.  I do not want the parent to be a link, but the children are.

Create a page as normal, so the link will be there, then go into Settings for that page.  Under Advance Settings, Appearance, place a check on "Disabled".   You will see the link, but it will not work.   Other pages under that can remain enabled.

If you need to change that page title after you disable it, you would go through the Admin menu, under Pages which would alow you to edit or enable it again.
