What do you mean by that? Make a new template? Reinstall DNN?

Should I change the skin before making the template?

If you can, start over by creating a new template and don't use the export content feature. Then create a new portal from the new template.

You may have a portal that is not going to export without creating errors on import.

The template feature is not meant to be used as a backup and restore of everything in the portal, so it is best to create your templates from portals that have not been updated over time.

Actually, the new portal template I was creating from the host website was 47 pages and maybe that is why I was having problems. Your last sentence made me think about it so I went to other one page website exported template from there. Now it works. I have sucessfuly created a parent portal in 6 months for the first time. Yeah, I was trying for six months.
