I've searched these forums and the internet for an answer but have found no matches to this issue. 

This issue is relating to only one portal on my DNN instance.  I have registration it set Public in the site setttings.

The message I get is:
"You cannot register at this time for this site. Please contact your the site Administrator to find out when Registration will be reopened."

My guess is it has to do with a faulty setting in the DB but I don't have the first idea where to look.  Please help, or if no one can help, please point me to a commercial service that can help with issues like these.

try to set registration method to private, save settings and afterwards turn it back to public. If this does not help, there might be an issue with the registration of the MS membership component in your web.config. Did you use release.config as template for web.config during last upgrade?

thanks for the response!!!  I'm not sure what fixed this but I went to the portals table in the db and compared the portal values with the other portals and changed some of the numbers.  when I refreshed the register button was back in place and users could register.  it was some setting in the portals table that wasn't being affected by the admin>settings page.  I bet your suggestion would have worked as well.  thanks!
