I was happy to find this post by Cathal indicating that there now exists a way to specify the DocType for skins: http://www.dotnetnuke.com/Community/Blogs/tabid/825/EntryID/1226/Default.aspx

More and more of my customers are requesting a list of skin developers whose skins are Standards Compliant, meaning they conform XHTML Strict DocType.  I would like compile a list of skin developers who know how to make or modify skins to work when the DocType is set to XHTML 1.0 Strict.  If you know are such a skin developer or know of any, please contact me or reply to this post.  I will add you to my list that I will be sending to my customers.

One thing to keep in mind is that the skin DOES NOT necessarily dictate XHTML compliance as the module generated code is not controlled by the skin.

I agree.  Each module developer has equal responsibility to bring their modules into XHTML compliance.  In fact, even the DNN framework and projects have some work to do in this area.  I'm just finding that most skins are not compliant and it is hard to find any that are.  Most skins tend to explode (okay, distort) when the DocType is set to XHTML.
