I solved this problem... this may help you people...

I first removed ASP.NET permission from the dnn install folder, and then add ASP.NET permission again to this folder, ran installation script and it worked.

Double-check your web.config and make sure that the databaseOwner property is set to your actual db user with db_owner privileges (likely the same user in the connection string).  By default, DNN has this set as "dbo", which, in my case, is not correct (I host my site on a shared server):

Hi there. I finally got around this by realizing I applied the wrong Windows security account to the DotNetNuke_2 folder. I needed ASPNET instead of NETWORK SERVICE. Hope this helps.

I am having this issue being hosted on GoDaddy, and have tried to use the information in this thread to fix it, but none of these solutions have worked for me.  Any other ideas I can try?

 

The exact error I am getting is:

2) Add the following section to the configuration file of your application:

Note that this second technique will cause all files within a given application to be compiled in debug mode. The first technique will cause only that particular file to be compiled in debug mode.

Important: Running applications in debug mode does incur a memory/performance overhead. You should make sure that an application has debugging disabled before deploying into production scenario.

Anyone still struggling with this one? I've just had the same problem with 4.9.3 install, tried all the suggestions here but no joy.

But I have a solution!

Before starting your install, edit the web.config file and comment out the UsersOnline module. It appears in 2 places, <system.web><httpModules> and <system.webServer><modules>

add name="UsersOnline" type="DotNetNuke.HttpModules.UsersOnline.UsersOnlineModule, DotNetNuke.HttpModules" />-->

After that it installed for me no problem. Remember to uncomment the lines after the install has completed. Note that the install actaully changes this file and the settings may not be in the same place you found them first time round. They may already have been uncommented too.
