unfortunately, there is no exact answer to this.  Because dotnetnuke is a framework for other addons, you will get varying degrees depending on which skin/container/modules you are using.

I second what Jeremy said, it's really down to the skins/containers/modules you use. I have a number of skins that validate as valid xhtml 1.0 transitional, which goes a long way to meeting many WCAG standards - however you need to also be aware of your modules and other content also e.g. if you use modules that utilise linkbuttons, as these use javascript for postbacks, they do not meet the guidelines about accessibility. I delivered a session of creating xhtml/css skins at openforce, and I plan on using that content (along with other stuff i didn't have time for) to create some guidance documentation

Note: we're still working our way through the 2.0 version of the docs, the only immeadiate impact that was noticed was that the 2.0 version now requires the html tag to define an xmlns attribute - this was added for 4.6.

Thanks for the clarification of the complexity of the answer involving other modules and skin's and such.
As my purpose of asking this is a web site that is going to have, almost completely, modules and skins developed by me, 3rd party modules/skin are excluded from this question. :)

So I'll clarify:

How compliant is the DNN Core?
How compliant are the DNN Core Modules (the ones that are available by default, or available to add in a default install)?

I will be looking forward to your[cathal] doc to help guide in developing WCAG compliant modules and skins.

I will be VERY interrested in knowing how you get a valid xhtml 1.0 transitional page, just by creating a skin and setting the doctype.

By 'valid' i mean running these 2 tests and getting 0 errors:

The www.dotnetnuke.com site is in html4.0, but if you look at the errors there is many related to anything else but the skin. If you use xhtml as doctype, then the <html tag should have xmlns=... added, all tags should be ended with />, all tags should be lower case, etc. etc.
