For me it turned out to be simply removing the
<%@ Register TagPrefix="dnn" TagName="SIGNIN" Src="~/Admin/Security/Signin.ascx" %>
line from my skin file. Hope this works as well for you!

My folder was missing the LiveID and OpenID folders - I copied them from a successful upgrade but still now joy!
