Unless I overlooked a new setting to toggle this on and off, it appears that we can no longer collapse forum groups? ...have one group with all 50 states, which gets a bit unwieldy if people are not interested in this group and only one of the other groups.

Is it possible to add the collapse (+/-) button back?

For now, the answer is no. More things were wrong w/ the collapsable groups than there were right. It will, however, make its way back in eventually.

It worked perfectly under the forum Admin->Manage Forums/Groups page. :) Yea, if this can find its way back in it would be great for sites with 100s of forums and a dozen groups...rather than display one exhaustive list with all forums displayed.
