Is it possible to limit the modules shown in the toolbar at the top. When someone else logs in I only want to give them access to certain modules.

I have a free custom control panel available on my site that should fill your needs.

I've installed the module and limited the modules the administrators could add. I then logged into an admin account but I can still add all modules. Any Ideas?

You can make the modules Premium in the module definitions. I would love to see in the future a Role = Available Modules feature.
