How can I programatically take a file ID and get the URL to pass back to the browser?  So, for example, on Portal ID 0, I have a file in the file table called ball.jpg with an ID of 25.  How can I turn that into the URL the browser would need to download the file.  Security is not an issue.

Very nice, but, how can I first check if the file still exists, before I try to open it.

Ok, hang on..... I got this from the downloads module, it should help me.
