I have been running into this for a bit.  I am currently using IE 7 on Windows XP for my primary browser, however, I noticed that I am able to download the files if I use Firefox.  I haven't tried it in any other browsers.

It's an IE Issue

         

Templates are fun

It's an IE Thang   Templates can be a joy!

Mitch, i have found the same issues, but they work in Firefox.  I've come to the conclusion that the issue is somehow related to IE.

Yeah....the sucky part is I can't use FireFox here at work :(

There is a post about this in a non public Forum by Michael Washington.

I didn't have the problem myself, but I hope it helps..

talks about the "Marketplace" popup that tries to show. So I went to the page and after I clicked the download I hit the stop button on the web browser. This allowed me to see the "Do you want to be notified when this project has additional services" popup. I told it no. The popup then says "You will not be notified" then I can get the download.
