I would like to impliment some sort of default image path for users is this possible

so that instead of them seeing the root they see one that has been specially give to them

this is in a custom module so i guess the real question is is there a setting for the textbox user control for this setting that would override the custom editor options?

I think I have answered my own question and I have a few ideas in this field

In the FCKHTMLEditorProvider there is a

RootImageDirectory property that may be able to be used for this but the only thing I see is it pulling from the database - there does not seem to be anyway for it to be 'pointed' at a specific , perhaps , code generated path

Am I right?

This may not address your specific problem but I use the Custom Editor Options.  Look in the "Other Editor Options" section.  I set mine in Portal mode so that everyone has access to the same folder.
