I have an application taht already has users and rights. This app will control whether or not the user can launch DotNetNuke content. I will be launching Dod Net Nuke from this app via a URL link. Assuming I can somehow create (duplicate) the users in Dot Net Nuke, is there a way to pass the user ID through and have dot net nuke recognize it and apply whatever roles are associated with that user?

The short answer is no, automatically there is not a function to do this.

The good news is that there are MANY ways to do this.  YOu could implement a custom authentication provider to handle login and/or user creation.  You could also iWeb (http://iweb.adefwebserver.com) to create a web-service to transfer the user information.
