Is there any way to configure DNN to allow for different levels of administration? In particular, I would like to have a second "admin" type user that would be able to use only the Newsletter and the User Account(minus the functionality of assigning levels above this user type) modules. Is this possible with DNN? If its not possible without adjusting the source code, where is a good starting point to implement this type of functionality? Would this be a big undertaking?

you can assign other users becoming an "admin", not a superuser like "host". Have a look at TRTControlPanel from www.davebuckner.com for additional options.
