We recently upgraded to 4.07 and now users with passwords that do not meet the new Provider Membership criteria cannot log in.

It makes sense to apply such criteria for new accounts and password changes.

It would even make sense to force a password change (after authenticating with old password) if necessary to meet new criteria.

It makes *no* sense to prevent people from logging in who already have pre-set passwords which do not meet the new criteria.

Is there even a way to determine *which* accounts need to have passwords changed to meet a new criteria?

Am I missing some configuration or setting which makes this behave more rationally?

I suggest you to open your old web.config (if you have done some backup) and check that you have the sames machine keys in your current web.config as your old one.
