i have already installed few language packs but it seems they dont change the form language accordingly. can i know why this is? how can i apply the language packs to my form?

you have to check whether someone created the language packs for the module itself... Where did you download the language packs from?

i downloaded them from the dnn site itself.

I have not tried this myself but could you verify if ANY of the language settings are changing?

If not, then it's probably built against the 3.x release of the feedback module.
One other way you can modify the language is by logging in as Administrator and managing the language resources. You should be able to change any of the localized text from there too.
