This seems to be a very old issue, looking at the date of the posts?
I'm assuming this is a non issue with upgrading to 4.9.0 or even DNN5 RC2?

Are we saying here that the character ' stops upgrades to 4.9.0 or even DNN5 RC2?
Would need to get some confirmation here, if so please report to support.dotnetnuke.com with full steps to reproduce, otherwise troubleshooting should stick to this post.

I had the same issue. And I was able to figure out that this issue happens when the tab name contains special characters such as ', trang chủ - vietnamese stand for home page etc AND friendly URL is enabled. Disable friendly URL does the trick.

Which version of DNN are you using? If fairly recent could you you report the entire scenario at support.dotnetnuke.com?

Can't say if this is still an issue (not tried it yet), but we used version 4.8.2
