Summary:

I installed a fresh copy of DotNetNuke 4.7, and created Turkish Language pack with this portal. Then decided to upgrade it to 4.8 release. Upgrade completed without any error. After it says "Click here, to access your portal" i followed the link and i received an error. It was something like AppShutDown request, i simply ignored it to see whats going on background. And after checking Admin > Event Viewer i saw tons of following message.

I think it must be releated to case sensivity (uppercase-lowercase)

I have doubts about TİMELAPSE,  Shouldn't it be TIMELAPSE?

The second error is similar to first one: However it happens after clicking on Turkish Flag from navigation panel, and it simply displays an error message instead of Iconbar Control Panel, rest of page is fine.

The error code is:

I will try a new installation to see if it repeats himself again. By this time, please help me by adding comments.

It seems like another localization problem caused by turkish capital letter "İ". In adddition to your thread I noticed that it also causes connection leak. Every refresh in dnn 4.8.0 opens 4 new  connections (check Activity Monitor). So if you refresh dnn 20-30 times you will see classic "application pool size" error. And it is another classic forgotten datareader connection issue whick can easliy solve with following pattern;

while Reader.Read()
Try
    //do something
Catch
    reader.Close()
Finally

I tried installing fresh copy of Dnn 4.8.0 and it works. Seems like it is an upgrade problem.
